I recently chanced upon a series called ‘Secret Society’ (episode below) made in 1987 by BBC Scotland journalist Duncan Campbell, regarding the 1973 ‘US/UK Lines of Communication Agreement’ (USUKLoCA) which in the event of World War III and a nuclear footing – contains the seeds of the current (failing) US/UK corporate, political and military coup of Brexit Britain – aka Orwell’s 1984 ‘Airstrip One’ via ‘OPERATION YELLOWHAMMER’.

I believe the ‘inadvertent’ revealing of the existence of ‘OPERATION YELLOWHAMMER’ was itself staged, and was only released into the public domain in order to begin nudging the concept of Hard Brexit militarisation which most notably the collective ‘left’ online media and politicians either fed into – or ignored altogether – allowing the mainstream media to normalise the notion of a ‘militarised democracy’(!)

This is where the US Trump Presidency (also attempted during Biden’s tenure) was and still is supposed to come in, to trigger the USUKLoCA via the US/UK Trident nuclear submarine base at Faslane near Glasgow in Scotland’s Clyde estuary.

Narrator Duncan Campbell: “If a crisis occurs like that in 1939 again, Britain will be controlled by new emergency laws. The  Government won’t admit that these laws are already written and claim Parliament will be free to decide on the day it happens. The laws are written and they’re secret.”

“An exercise five months ago determined that unwelcome hoards of visitors from English cities would pour into the Lake District. However closed down for the winter period there wouldn’t be enough food reserves available to feed them and that would cause public order problems to say the least. Thousands of US troops poured into Manchester Airport and Liverpool Docks. These became enemy targets and were heavily bombed and so the Exercise anticipated that Stage 2 of Emergency Powers had been reached; civilian planes like shipping and surface transport would all be directed from a secret national coordination centre. During the Exercise a special Government ‘Regional Emergency Committee’ met in this Government office block in Manchester. For two days in November this was a ‘mini-Whitehall’… “[The report reads] “There would be a shortage of commodities leading to a general National Emergency”. All shipping and transportation would come under a new international NATO defence shipping authority. The second stage of Emergency Powers gives the Government the power to take over all forms of transport; roads, railways, air and seaports. Under a series of secret joint logistics plans many of these resources are to be taken over on behalf of the Americans. The plans are part of the secret agreement with the United States. The agreement is called ‘The US/UK Lines of Communication Arrangement’ or ‘USUKLoCA’ in military jargon. It was signed in London in 1973 when Britain agreed to provide US Armed Forces with supplies and services including fuel and food. The plans include everything that the American camp can conveniently bring with them and what[ever else] is needed will under Emergency Powers have to handed over by the civilian community, ruling the whole of north-western England. The Exercise was only on paper but there’s nothing fictional about the size and scale of US reinforcements”.

“But the [USUKLOC] Arrangement was kept secret from Parliament for 13 years until disclosures two years ago… as part of a new NATO concept called ‘Host Nation Support’. The list includes petrol and oil stockpiles, garages, parts and fuel, cars, buses and trucks. All part of what Britain has agreed to provide as part of the ‘US/UK Lines of Communication Arrangement’. Rationing will be introduced to control civilian use of important commodities. Petrol and oil wouldn’t just be rationed, the plans reserve oil supplies for Government and military use. The plans also cover conscript labour. Thousands of people with many different skills would be needed”.

“Many skills listed include truck drivers, bakery staff, transport workers, harbour pilots, stevedores, supply specialists, air traffic controllers, labourers, paramilitary units [SEZ’s, Freeports] fire companies, linguists, police, computers, laundry, mechanics and construction workers etc. The Employment Department has already made plans to identify those with the necessary skills.”

“Kenneth Clarke, the Paymaster General said; “As part of the [USUKLOC] Arrangement, the United Kingdom has agreed to take steps to try and ensure that THEIR REQUIREMENTS FOR CIVILIAN MANPOWER SUPPORT ARE MET. [However] DETAILED PLANNING IN SUPPORT OF THE ARRANGEMENT IS CLASSIFIED”. 

Narrator Duncan Campbell (cont): Stobhill Hospital Glasgow, part of the NHS. It’s one of three hospitals in Glasgow and one of about 30 in Britain, covered in the secret US/UK Medical Plans. But the NHS emergency planner for the Greater Glasgow area (Dr Scott Wilson) has never been told about the emergency plans. He’d just been told rumours. Dr Wilson had no idea a second hospital in his area had been included in the secret deal. Behind his back the Government also offered the large Gartnaval General Hospital. Other hospitals would also be provided by the Americans themselves, with one such US naval reserve hospital being planned for Arbroath on Scotland’s east coast. 

Dr Scott Wilson, Emergency Planner, Greater Glasgow Health Board: “There’s a certain amount of knowledge but it’s very vague. What we know is that the effect on civilian hospital care is this; the big infirmaries would basically be dealing with military casualties and would not be dealing with civilians.

Narrator Duncan Campbell (cont): “All over the country [UK/Britain is NOT a ‘country’] many NHS hospitals have been secretly earmarked to meet US requirements [including privatisation no doubt!] This is how Health Minister Ray Whitney explained the US/UK Medical Arrangement to MP’s last year; “Plans will be incorporated in those for the National Health Service as a whole, in a time of crisis or war”.

“So all the details of the ‘US/UK Lines of Communication Arrangement’ are still secret from Parliament and those in Government who need to know. Outside Britain the parallel plans between Britain and West Germany and between the US and Germany and other host nations are available as public record. Fourteen out of 15 NATO nations have debated such emergency laws and put them on the statute books. But Britain’s remain secret.”

Marie Staunton (National Council for Civil Liberties): “We’re very worried that the Government hasn’t disclosed plans for the next round of emergency legislation which they may introduce because during the SECOND WORLD WAR A LOT OF MISCARRIAGES OF JUSTICE happened to a lot of innocent people. So it’s now that Parliament needs to be looking at that legislation deciding whether the safeguards are there, if it’s necessary or if it should be tightened-up”.

Rear Admiral Eugene Carroll (Dir of Mil Ops US European Command (1977-80): “The new laws have to provide for the military needs of the US military forces stationed here in Britain, or who will be deployed here in a crisis. There will be major demands on civilians from the very beginning… making extensive use of civil resources vital to military mobilisation.”

Narrator Duncan Campbell (cont): “But Whitehall has opted not to discuss the implications. In secret however they’ve made dozens of plans to allocate resources to meet the US requirements.”

Rear Admiral Eugene Carroll (Dir of Mil Ops US European Command (1977-80): “It is one of the major war-time tasks of the United Kingdom to be ready to receive massive amounts of US material and personnel and to move them efficiently into the combat zone… It is the responsibility of the host nation is to meet all the requirements fully and promptly… [If the British police and military could not cope] I’m sure that they would call on the US for assistance to maintain order and security around military bases and logistical support facilities… Somewhere in the order of about 75,000 troops would move [into UK] in the first few days of a combat situation in Europe, which would be followed by mobilisation of US reserves somewhere in the order of two, three or 400,000.”

“We were looking for everything that was necessary to receive the material at ports, warehouses, supply depots, magazines [munitions storage], airfields and then the ability to identify the material and assemble it into shipments and move it into the battle zone.”

“You may have a very good job in London in the Stock Exchange or Harrods, and suddenly find yourself in a work battalion assigned to the docks or assigned to an airport as a cargo handler. There’s going to be a REQUISITION OF [FORCED] LABOUR probably as early as Reinforced Alert and certainly uniformly, in General Alert and Conditions of War.”

“You understand that it’s not only UK Government support in terms of police, fire, BORDER PATROL and CUSTOMS [i.e. arbitrary militarised control of SEZ’s/Freeports] etc but also includes a wide variety of civilian support. The assumption is that the CIVILIAN POPULATION IS GOING TO BE AVAILABLE PRIMARILY TO SUPPORT A MILITARY OPERATION” [Auschwitz, Dachau, Bergen-Belsen etc] 

Prof John Erickson (Defence Studies, Edinburgh University): “I would have thought in these conditions [protests, insurrection or violence] something approaching Martial Law would have to take place and the police are certainly not equipped for that… civilian requirements will always come second.”

Clive Ponting (former MOD Civil Servant): “These emergency powers go far beyond what was done by the Government in the 1940’s… In the last six years or so [during the Thatcher-Reagan era and against the jingoistic legacy backdrop of the ‘timely’ Falklands War] the Government has embarked on a major program of re-jigging the whole process and has produced a series of new Bills with new powers (on public order, selective arrests and internment – all stamped secret). I think the public would be somewhat surprised to see what powers the Government proposes to take, even quite early on in a crisis… Whole areas around military bases would be put under military control in which they would be able to clear areas for some miles around the bases, with the people living in them under military control… If a house is in the way it’ll be pulled down… The military are going to have sweeping powers to do what they want to do and peacetime legal constraints are going to take second place… Although Americans soldiers are subject to British law they’re actually tried in American courts, so to some extent American soldiers are outside the British legal system… I think if most of the British troops go to Europe as currently planned there would actually be more American troops in Britain than British troops. 

Narrator Duncan Campbell (cont): “The third and final stage of emergency powers, presumably just before a nuclear attack, GIVES THE GOVERNMENT THE POWER TO RUN THE COUNTRY AS IT SEES FIT, virtually winding everything up as we know it. THERE WOULD BE SPECIAL COURTS TO TRY PEOPLE [False Accusations of domestic abuse, sexual assault & ‘Misogynistic Hate Crime’ for the mass incarceration of men subsequently pressured into military service to gain their ‘freedom’] AND INDEED SENTENCED TO DEATH”.
